Fostering Cross-Sector Collaboration to Promote Innovation in the Palestinian Water Sector
In January 2020 Maastricht School of Management (MSM) will start a new Tailor-Made Training (TMT) for the Water Sector Regulatory Council (WSRC) in Palestine on Cross-Sector Collaboration to Promote Innovation in the Palestinian Water Sector.
In June 2014 a new water law was passed in Palestine and due to this law the WSRC was established. The main objective of the WSRC is to monitor all matters related to the operation of water service providers, with the aim of ensuring water and wastewater service quality and efficiency to consumers in Palestine at affordable prices. This objective cannot be achieved without a full partnership with government and academia. Therefore, during this TMT there will be a strong emphasis on building the capacity of WSRC and other main stakeholders in the water sector (government, academia and private sector) on the concept of the Triple Helix model.
Through the TMT a cooperative and interdisciplinary approach among regional stakeholders could be strengthened through the promotion of new tools such as a digital platform for water innovation, aimed at identifying water-related issues and solutions. The digital platform could stimulate public-private partnerships based on actions to innovate in the water sector. Companies, innovation centres and universities would be willing to participate in the platform, since collaboration between different stakeholders could nurture profitable solutions for both the Palestinian Territories and other countries with similar issues.
Besides applying the concept of the Triple Helix Model in the Palestinian Water Sector, the TMT will help in building a digital platform where all players discuss challenges and solutions online. The following topics will be included in the training:
- Stakeholder Mapping and Multi stakeholder Solutions for Triple Helix Challenges
- Triple Helix for Innovation, Entrepreneurship, and Investment
- Business Model Development for Regional Authorities
- How to Implement Smart Specialization Strategies – Before, During and After Matchmaking
The training will be executed by MSM experts; Joris Stadhouders (IT Systems Management), Prof. Meine Pieter van Dijk (Water Management), Dr. Diederik de Boer (Triple Helix), Dr. Julius Gatune (Triple Helix Partnerships) and Dr. Suhail Sultan (Entrepreneurship).
Nuffic Orange Knowledge Programme
This Tailor-Made Training is funded by the Nuffic Orange Knowledge programme (OKP). The OKP is a €195-m Dutch global development programme, available in 53 developing countries and managed by Nuffic, a Dutch non-profit organisation for internationalisation in education. Launched mid-2017, it aims to have provided tens of thousands with the possibility to change their future through education and training by mid-2022.
