Regional and National events kick-started Sahel RESCOM project

Recently the national and regional conferences of the OKP RESCOM Project in Mali, Burkina Faso and Niger took place. The project which covers the Sahel region works towards climate change, security and the rule of law in the Sahel by optimizing the contribution of universities to strengthen the resilience of communities.

After a long inception phase fully managed remotely by the partners, the OKP RESCOM Project, has started the first activities in person in the three Sahelian countries. Between the end of January and the start of February, the three universities were able to gather a wide range of relevant stakeholders for one-day national conferences, which have collected a widespread appreciation and engagement. Finally, all partners gathered in Bamako from the 17th until the 19th of February for the first regional conference, with the official ceremony of February 18th. During the regional conference, project partners have also agreed on the new public name of the project, OKP RESCOM, underlining how the whole focus of the activities is very much on the building a resilient community.

Building relations and getting partners all on the same page
The aim of these national and regional workshops was threefold. First, they served as public events for the official launch of the project at national and regional level, ensuring that all regional partners and beneficiaries had a full knowledge of the project and its activities. National project teams from the hosting universities have thoroughly explained the project structure, objectives and workplan and have responded to all relevant questions from participants.

Secondly, they served to the professors and researchers to discuss and coordinate on the research activities that are part of the project, collecting useful inputs and comments from other stakeholders who work and live in the contexts that will be subject of study. After a preliminary phase of desk research, over the next months the national teams will do field research to collect data and study relevant cases of community resilience to insecurity and climate change. The regional conference was the occasion for a real methodology workshop, where different partners could exchange on the research hypothesis, tools, areas of focus and sites.

Thirdly, they served as the launch events of national and regional platforms for exchange and dialogue between political, academic and civil society actors on issues of resilience, security and the rule of law. All participants have shown the utmost interest and engagement, and this activity of dialogue will continue throughout and after the project.

The final aim is to create a network which can share knowledge and expertise about successful experiences of community resilience to climate change, insecurity and imperfect rule of law. The universities will serve not only as creators of new knowledge, but also as catalyser of a dialogue which can have positive influence on the policy making at national and regional level.

Launching the project through 3 national events
The first event was hosted in Mali on January 29 by the Université des Sciences Juridiques et Politiques de Bamako (USJPB), leader of the Sahelian consortium. The event was attended by more than 30 high level actors from the political, academic and civil society and was supervised by Pr Moussa DJIRE, Rector of USJPB, and Pr Amadou KEÏTA, Minister of Higher Education and Scientific Research. The event was also supported by intervention through videoconferencing by the Dutch embassy and Nuffic, who complimented USJPB for the success of the event and gave great endorsement to the project.

This event was followed by a national kick-off event in Burkina Faso, hosted on February 5 by the Joseph Ki Zerbo University (UJKZ) of Ouagadougou. The conference, supervised by Pr Rabiou CISSE, President of UJKZ, and Pr Tanga Pierre Zoungrana, Director of the Doctoral School of UJKZ and national coordinator of the project. More than 30 participants were gathered, representing different academic institutions, statal agencies, security forces, NGOs and organizations of civil society. The event has also welcomed the presence of Pr Moussa DJIRE, Rector of USJPB and regional coordinator of the project, and his Excellency Maarten Rusch, Head of the diplomatic mission of the Dutch Embassy, who gave full support and engagement by the Dutch authorities.

The third event was hosted on February 10 in Niger by the Abdou Moumouni University of Niamey (UAM). The conference was supervised by Mr. Rabiou Ousman, Secretary General of the Ministry of Higher Education, Research and Innovation, Pr Mahamadou Saidou, Rector of UAM, and by Pr Amadou Boureima, national coordinator of the project. The event was attended also by Pr Moussa DJIRE, regional coordinator of the project, and his Excellency Paul Tholen, Dutch Ambassador in Niger.

Finally, from the 17th to 18th of February, about 20 participants from the three universities gathered in Bamako, joined in person by Volker Hauck, of Dutch partner organization European Centre for Development Policy Management (ECDPM), and online via videoconference by other Dutch partners Maastricht School of Management (MSM) and CINOP. Mr Hauck has also given a brief speech on behalf of the Dutch consortium, highlighting the spirit of co-construction and how this project can be a great opportunity for mutual learning and strengthening. On the public event of the 18th, again a rich portfolio of more than 30 academic, governmental and professional actors was involved, including USJPB Professor and Minister of Higher Education Pr Amadou KEÏTA.

Funding agency Nuffic, represented by program managers Joseph Seh and Rachade Sefou, participated in all events via videoconferencing. They showed strong support and endorsed the project.

What’s next
After these national and regional platforms, each national team will continue their work and engagement with local partners to put in place a sound research plan and a phase of data collection in the field. In the months of March and April other regional activities will take place in the three Sahelian cities, including a regional workshop on the experience of cliniques et caravans juridiques, a training on (mobile) digital data collection and a workshop on the diagnostic of curricula and educational offer.

About the consortium
The project will be implemented by a consortium consisting of Bamako University of Legal and Political Sciences (USJPB) in Mali, Joseph Ki Zerbo University (UJKZ) in Burkina Faso and Abdou Moumouni University of Niamey (UAM) in Niger. The Dutch consortium partners in the project are CINOP, European Centre for Development Policy Management (ECDPM) and Maastricht School of Management (MSM) who is responsible for the management of the project.

Récemment, les conférences nationales et régionales du projet OKP RESCOM au Mali, au Burkina Faso et au Niger ont eu lieu. Le projet, qui couvre la région du Sahel, est structuré autour des thèmes du changement climatique, de la sécurité et de l'état de droit au Sahel et vise à optimiser la contribution des universités pour renforcer la résilience des communautés.

Après une longue phase de démarrage entièrement gérée à distance par les partenaires, le projet OKP RESCOM a démarré les premières activités en personne dans les trois pays sahéliens. Entre la fin janvier et le début février, les trois universités ont pu rassembler un large éventail de parties prenantes pour des conférences nationales d'une journée, qui ont recueilli une appréciation et un engagement largement répandus. Enfin, tous les partenaires se sont réunis à Bamako du 17 au 19 février pour la première conférence régionale, avec la cérémonie officielle du 18 février. Au cours de la conférence régionale, les partenaires du projet se sont également mis d'accord sur le nouveau nom public du projet, OKP RESCOM, soulignant à quel point les activités se concentrent essentiellement sur la construction de communautés résilientes.

Construire des relations et mettre les partenaires sur la même longueur d'onde
Le but de ces ateliers nationaux et régionaux était triple. Premièrement, ils ont servi d'événements publics pour le lancement officiel du projet aux niveaux national et régional, garantissant que tous les partenaires et bénéficiaires régionaux avaient une parfaite connaissance du projet et de ses activités. Les équipes de projet des universités hôtes ont expliqué en détail la structure, les objectifs et le plan de travail du projet et ont répondu à toutes les questions pertinentes des participants.

Deuxièmement, ils ont servi aux professeurs et aux chercheurs pour discuter et coordonner les activités de recherche qui font partie du projet, en recueillant des contributions et des commentaires utiles d'autres parties prenantes qui travaillent et vivent dans les contextes qui feront l'objet de l'étude. Après une phase préliminaire de recherche documentaire, au cours des prochains mois les équipes nationales effectueront des recherches sur le terrain pour collecter des données et étudier des cas pertinents de résilience des communautés face à l'insécurité et au changement climatique. La conférence régionale a été l'occasion d'un véritable atelier de méthodologie, où différents partenaires ont pu échanger sur les hypothèses de recherche, les outils, les axes et les sites.

Troisièmement, ils ont servi d'événements de lancement de plates-formes nationales et régionales d'échange et de dialogue entre les acteurs politiques, universitaires et de la société civile sur les questions de résilience, de sécurité et d'état de droit. Tous les participants ont montré le plus grand intérêt et engagement, et cette activité de dialogue se poursuivra tout au long et après le projet.

Le but final est de créer un réseau qui puisse partager des connaissances et expertises sur les expériences réussies de résilience communautaire au changement climatique, à l'insécurité et à l'état de droit imparfait. Les universités serviront non seulement de créateurs de nouvelles connaissances, mais également de catalyseurs d'un dialogue qui peut avoir une influence positive sur l'élaboration des politiques aux niveaux national et régional.

Lancement du projet à travers 3 événements nationaux
Le premier événement a été accueilli au Mali le 29 janvier par l'Université des Sciences Juridiques et Politiques de Bamako (USJPB), leader du consortium sahélien. L'événement a réuni plus de 30 acteurs de haut niveau issus du monde politique, universitaire et de la société civile et a été supervisé par le Pr Moussa DJIRE, Recteur de l'USJPB, et le Pr Amadou KEÏTA, Ministre de l'Enseignement Supérieur et de la Recherche Scientifique. L'événement a également été soutenu par une intervention par vidéoconférence de l'ambassade des Pays-Bas et de Nuffic, qui ont félicité l'USJPB pour le succès de l'événement et ont donné leur grand soutien au projet.

Cet événement a été suivi d'un événement national de lancement au Burkina Faso, organisé le 5 février par l'Université Joseph Ki Zerbo (UJKZ) de Ouagadougou. La conférence était supervisée par le Pr Rabiou CISSE, Président de l'UJKZ, et le Pr Tanga Pierre Zoungrana, Directeur de l'École doctorale de l'UJKZ et coordinateur national du projet. Plus de 30 participants étaient réunis, représentant différentes institutions universitaires, agences d'État, forces de sécurité, ONG et organisations de la société civile. L'événement a également salué la présence du Pr Moussa DJIRE, recteur de l'USJPB et coordinateur régional du projet, et de son Excellence Maarten Rusch, chef de la mission diplomatique de l'ambassade des Pays-Bas, qui a apporté le plein soutien et l'engagement des autorités néerlandaises.

Le troisième événement a été organisé le 10 février au Niger par l'Université Abdou Moumouni de Niamey (UAM). La conférence a été supervisée par M. Rabiou Ousman, Secrétaire Général du Ministère de l'Enseignement Supérieur, de la Recherche et de l'Innovation, le Pr Mahamadou Saidou, Recteur de l'UAM, et par le Pr Amadou Boureima, coordinateur national du projet. L'événement a également été suivi par le Pr Moussa DJIRE, coordinateur régional du projet, et son Excellence Paul Tholen, Ambassadeur des Pays-Bas au Niger.

Enfin, du 17 au 19 février, une vingtaine de participants des trois universités se sont réunis à Bamako, rejoints en personne par Volker Hauck, de l'organisation partenaire néerlandaise European Centre for Development Policy Management (ECDPM), et par vidéoconférence par les autres partenaires néerlandais Maastricht School of Management (MSM) et CINOP. M. Hauck a également prononcé un bref discours au nom du consortium néerlandais, soulignant l'esprit de co-construction et comment ce projet peut être une excellente opportunité d'apprentissage et renforcement mutuel. Lors de l'événement public du 18, encore un riche portefeuille de plus de 30 acteurs académiques, gouvernementaux et professionnels était impliqué, dont le Professeur de l’USJPB et Ministre de l'Enseignement Supérieur Pr Amadou KEÏTA.

L'agence de financement Nuffic, représentée par les responsables de programme Joseph Seh et Rachade Sefou, a participé à tous les événements par vidéoconférence. Ils ont montré un solide soutien et encouragement pour la réussite du projet.

Et après
Après ces plates-formes nationales et régionales, chaque équipe nationale poursuivra son travail et son engagement avec les partenaires locaux pour mettre en place un plan de recherche solide et une phase de collecte de données sur le terrain. Au cours des mois de mars et avril, d'autres activités régionales auront lieu dans les trois villes sahéliennes, notamment un atelier régional sur l'expérience des cliniques et caravans juridiques, une formation sur la collecte numérique de données et un atelier sur le diagnostic des curricula et de l’offre éducative.

Lancé mi-2017, il vise à offrir à des dizaines de milliers de personnes la possibilité de changer leur avenir par l'éducation et la formation d'ici mi-2022.
