Center for Entrepreneurship and the CLED Revolving Fund in Popayan for youth and rural organizations

The project CLED has as goal to promote sustainable peace and economic development by integrating entrepreneur / livelihood capacity building and peacebuilding activities in three project phases: mapping, capacity building, and incubation/roll out in three municipalities in the province of Cauca, Colombia.

*The Cauca region was one of the most important war zones in Colombia. Over the past decades, all Colombian armed groups had a presence in Cauca; guerrilla movements, the Colombian army and the paramilitary forces. FARC has its roots in this region and was founded in the north of the department. Cauca has a large indigenous population. Of the eight indigenous peoples living in region, the Nasa and Misak reside in the project region and many were victims of the war. There is a risk of cultivation of illicit crops and instability in the region because of the strategic location (trafficking routes). This means a serious risk of increasing tensions and armed conflict and militarization of the region.*

Some of the main project outputs have been the design and implementation of a revolving fund for incubating business, and the development of the Entrepreneurship Center at the Fundación Universitaria de Popayan FUP, main beneficiary of this OKP Institutional Collaboration project.

These were challenging outputs taken with determination and a recognizable participatory approach by all partners (FUP, CREPIC, ESAP and SENA). It also implied a growing process which started at the very beginning of the project in 2019, with the advice and support from MSM’s consultant leading to the update and improvement of an internal policy, to stablish a strategic plan to approach entrepreneurship, and to propose activities involving all project partners and improving the connection with rural organizations.

In March 2022, the Center for Entrepreneurship (Centro de Emprendimiento y Desarrollo Empresarial CEDE) at FUP was inaugurated. This is a physical space within the university building which was adapted into a modern facility and equipped with computers, smart boards, and also counts with an information system. The Center aims to impact all the programs and all graduating students. With support from the project, 16 teachers from the different faculties and covering all the bachelor programs have been trained as coaches/mentors for entrepreneurship, using a standardized curriculum and supported by teaching methodologies and training materials. This Center runs the program “ Emprendelo FUP” which invites the students who have a business idea to a special training to identify from the beginning the possibilities of a product and a business model, and especially, to foster a growing and active entrepreneurial mentality within the university. Students from the other partners SENA and ESAP can also participate, as rural organizations associated with students. The Center is also open to the public and offers advice to small entrepreneurs who can approach the staff in charge of this place during their working hours.

The first “bootcamp” for this entrepreneurial route (Emprendelo FUP) was a successful full day work on the 15th October, with the participation of 180 students and more than 20 staff members from FUP, SENA, ESAP and CREPIC (all project partners). Many of the students participating in this first training come from rural areas around the city of Popayan and some belong to indigenous groups and come from protected indigenous areas (Resguardos).

With the clear aim to offer these business ideas the required backup and accompaniment, the project partners were determined to innovate and go out of their normal activities, challenging themselves with the design and implementation of the “CLED Revolving Fund”, initiated with the support and resources from the OKP Project. The mappings made at the beginning of this project showed evidence of how proper support and training is key to successful business incubation and how participatory work and peer collaboration is very relevant to building up trust and commitment. This last applies also to the project partners who sat together for a period of several months to design the rules and regulations of this fund and to fully commit to its success. Before the end of this year several businesses will receive the first “grants” and the revolving fund will be a fact. Confidently, many business will be created with the support of this fund, contributing to the development of this region in Colombia.

The revolving fund has clear rules, and it is truly the result of the participative effort from the partners. A Board in which all the partners have a representative will have the decision power mechanisms to run the fund. The administration will be the responsibility of CREPIC during the first two years and then this will be transferred to FUP once there are some rounds of business incubated and lessons learned that can be evaluated and applied for continued improvement. The fund will also be audited by other partner members of this Board, and it will alternate in time.

With this the project is also supporting the partners in Colombia to go closer to fulfilling their own mission and their efforts in promoting development in the region with economic activities that are sensitive to conflict. This offers the population, especially young students, the chance to build up their own businesses and to contribute to the progress of their own family and region.

About the project
The Cauca Local Economic Development (CLED) project is managed by Maastricht School of Management (MSM) and promotes sustainable peace and economic development by integrating entrepreneur / livelihood capacity building and peacebuilding activities in its three project phases: mapping, capacity building, and incubation/roll out. The project develops a Triple Helix+ framework for integrating capacity building, peace building and rural economic development in a holistic, inclusive and sustainable manner. MSM, along with UU-CC and the University of Medellin (UdeM), will work with key Colombian partners (the University Foundation of Popayan (FUP), National Service for Learning (SENA), Higher School for Public Management (ESAP), and the Regional Centre for Productivity and Innovation of Cauca (CREPIC)) to implement the CLED project in three rural Municipalities: Caldono, Tororo, and Silvia. Taking a Train the Trainer approach, the project will capacitate FUP, SENA, ESAP and CREPIC to be more effective training, research and extension organizations, with improved capabilities in offering market based and conflict sensitive programs. The approach will address the educational and opportunity gap in the project area while promoting and documenting peace building and economic development lessons learned.

*La región del Cauca fue una de las zonas de guerra más importantes de Colombia. Durante las últimas décadas, todos los grupos armados colombianos tuvieron presencia en el Cauca: movimientos guerrilleros, el ejército colombiano y las fuerzas paramilitares. Las FARC tienen sus raíces en esta región y fueron fundadas en el norte del departamento. Cauca tiene una mayoría de población indígena. De los ocho pueblos indígenas que viven en la región, los Nasa y Misak residen en la región del proyecto y muchos fueron víctimas de la guerra. Existe riesgo de cultivos ilícitos e inestabilidad en la región por su ubicación estratégica (rutas de tráfico). Esto significa un grave riesgo de aumento de las tensiones y el conflicto armado y la militarización de la región.*

El proyecto CLED tiene como objetivo promover la paz sostenible y el desarrollo económico mediante la integración de actividades de creación de capacidad empresarial/medios de vida y consolidación de la paz en tres fases del proyecto: mapeo, creación de capacidad e incubación en tres municipios de la provincia de Cauca, Colombia.

Algunos de los principales resultados del proyecto han sido el diseño e implementación de un fondo rotatorio para la incubación de empresas, y el desarrollo del Centro de Emprendimiento en la Fundación Universitaria de Popayán FUP, principal beneficiario de este proyecto de Colaboración Institucional OKP.

Estos resultados fueron un reto tomado con determinación y un enfoque muy participativo por parte de todos los socios (FUP, CREPIC, ESAP y SENA). También implicó un proceso de crecimiento que comenzó desde el inicio del proyecto en 2019, con el asesoramiento y apoyo del consultor de MSM, que llevó a actualizar y mejorar una política interna, establecer un plan estratégico para abordar el emprendimiento y proponer actividades que involucraran a todos los socios del proyecto y mejoraran su conexión con las organizaciones rurales.

En marzo del 2022 se inauguró el Centro de Emprendimiento y Desarrollo Empresarial CEDE de la FUP. Este es un espacio físico dentro del edificio universitario que fue adaptado convirtiéndose en una instalación moderna y equipada con computadoras, tableros inteligentes e incluso un sistema de información. El objetivo del Centro es tener impacto en todos los programas y todos los estudiantes. Con el apoyo del proyecto, 16 docentes de las diferentes facultades y que cubren todos los programas de licenciatura han sido capacitados como mentores para el emprendimiento, utilizando un currículo estandarizado y apoyados en metodologías de enseñanza y materiales de capacitación. Este Centro cuenta con el programa “Emprendelo FUP” que invita a los alumnos que tienen una idea de negocio a una formación especial para identificar desde el principio las posibilidades de un producto y un modelo de negocio y, sobre todo, para fomentar una mentalidad emprendedora dentro de la Universidad. También pueden participar de este programa estudiantes y aprendices de los demás socios SENA y ESAP, como organizaciones rurales asociadas a los estudiantes. El Centro también está abierto al público y ofrece asesoramiento a los pequeños empresarios que pueden acercarse al personal a cargo de este lugar en su horario de trabajo.

El primer “bootcamp” de esta ruta emprendedora (Emprendelo FUP) fue un exitoso trabajo de una jornada completa el 15 de octubre, con la participación de 180 estudiantes y más de 20 funcionarios de FUP, SENA, ESAP y CREPIC (todos socios del proyecto). Muchos de los estudiantes que participan en esta primera capacitación provienen de áreas rurales alrededor de la ciudad de Popayán y algunos pertenecen a grupos indígenas y provienen de áreas indígenas protegidas (Resguardos).

Con el claro objetivo de brindar a estas ideas de negocios el respaldo y acompañamiento requerido, los socios del proyecto se empeñaron en innovar y salir de sus actividades habituales, poniéndose el reto de diseñar las reglas e implementar el “Fondo Rotatorio CLED”, que inicia con el apoyo y recursos del Proyecto OKP. Los mapeos realizados al comienzo de este proyecto mostraron evidencia de cómo el apoyo y la capacitación adecuados son clave para el éxito de la incubación de empresas y cómo el trabajo participativo y la colaboración entre pares es muy relevante para generar confianza y compromiso. Esto último se aplica también a los socios del proyecto, que se reunieron durante un período de varios meses para diseñar las normas y reglamentos de este fondo y comprometerse plenamente con su éxito y su sostenibilidad. Antes de que finalice este año, varias empresas recibirán los primeras “prestamos” y el fondo rotatorio será un hecho. La apuesta es a que con el apoyo de este fondo se creen muchos negocios que contribuyan al desarrollo de esta región al sur de Colombia.

El fondo rotatorio tiene reglas claras y es verdaderamente el resultado del esfuerzo participativo de los representantes de las entidades que participan en este proyecto. Cuenta con un Comité Directivo en el que todos los socios tienen un representante y con los mecanismos para tomar decisiones y administrar el fondo. Su manejo operativo estará a cargo de CREPIC durante los dos primeros años y luego se transferirá a la FUP, una vez que se hayan incubado algunas rondas de emprendimientos y se hayan aprendido lecciones que puedan ser evaluadas y aplicadas para la mejora continua. El fondo también tendrá una auditoria que se alternará entre los miembros del Comité.

Este fondo ofrece a la población, especialmente a los jóvenes estudiantes, la oportunidad de construir sus propios emprendimientos y contribuir al progreso de su familia y su región. Con esto, el proyecto continúa apoyando a los socios en Colombia en el cumplimiento de su propia misión y en sus esfuerzos promoviendo el desarrollo en el Cauca con actividades económicas sensibles al conflicto.
