Mr. Hans Nijhoff
Senior Project Consultant 
Hans Nijhoff, MSc, is Senior Consultant and lecturer at Maastricht School of Management (MSM), with over 20 years of international experience in water and agriculture. He has managed projects supporting local economies and agribusiness in Africa, Asia, and the Middle East. Hans specializes in business models for innovative agricultural cluster development. He builds quadruple helix partnerships, connecting academia, business, government, and civil society to accelerate technology adoption for farmers. Hans teaches and mentors future leaders dedicated to a sustainable future through transformative agriculture solutions. He is pursuing a PhD at Maastricht University on success factors for climate-smart agriculture technology uptake among farmers in Africa.
Stefano Locatelli
Project Consultant
Stefano Locatelli is an international project consultant and project manager with extensive experience in designing and managing capacity-building and institutional development programmes across Africa, the Middle East, and Europe. His work focuses on education and skills development, TVET, labour market integration, sustainable development, and international mobility.

Over the past decade, he has led and contributed to European Commission-funded and donor-supported projects, working with universities, training institutions, public authorities, and private sector stakeholders. His experience includes project design, stakeholder engagement, partnership development, training delivery, and multi-country initiatives in renewable energy, climate-smart agriculture, youth employment, entrepreneurship, and circular migration.

More recently, Stefano has been exploring the application of artificial intelligence in project design, proposal development, and programme management, supporting organisations in using AI tools to improve efficiency, innovation, and impact.

He holds an MSc in International Sciences from the Università degli Studi di Torino and an MSc in Economics, Politics and International Relations from Cardiff University.
