ODeL-UG- Enhancing Access and Quality of the Higher Education Landscape in Uganda through Open Distance e-Learning

The ODeL-UG project aims to improve the access and quality of higher education in Uganda by transforming and strengthening the Open Distance Learning (ODeL) ecosystem. As demand for flexible and inclusive education grows, the project addresses key systemic gaps in digital learning, institutional capacity, and quality assurance.

The project focuses on developing a national quality Assurance framework for ODeL programmes, strengthening HEIs’ capacity in ODeL curriculum development and teaching, improving ICT infrastructures and technological resources, and fostering collaboration between Ugandan and European higher education institutions.

Through a multi-stakeholder partnership, the project contributes to building a more inclusive, resilient, and digitally enabled higher education system in Uganda.

The consortium comprises RENU, the National Council for Higher Education (NCHE), Kabale University, Mountains of the Moon University, and the University of Lisbon, combining local expertise with international best practices to support the sustainable transformation of higher education. 

The types of services provided:

  • Design and implementation of a needs assessment on ODeL capacities and gaps
  • Capacity building and mentoring for higher education institutions
  • Strengthening ICT infrastructure and digital learning environments
  • Communication, dissemination, and stakeholder management
