Hans van Rijn, MSc
Hans van Rijn is a public finance, fiscal management and public administration specialist with 28 years of work experience, mostly in countries across Asia and the Pacific, but also including a long-term posting in Ghana.
From 2007 to 2023, Hans was a staff with the Asian Development Bank, based in Manila, Philippines. In his last position (2018-2023), he worked with the East Asia Department, where he focused on the strengthening of public expenditure and debt management, domestic resource mobilization, capital markets development and sovereign wealth management in Mongolia and the People’s Republic of China. Prior to that, he worked with the Bank’s Pacific Department as its public finance and ICT focal (focusing on Federated States of Micronesia, Fiji, Palau, Solomon Islands and Tonga) and its Governance and Finance Group.
Over the years, he’s developed into a highly experienced project manager and team leader, recognized for both his technical and communication skills. He has special expertise in the design and implementation of (emergency) budget support operations.
Prior to joining the ADB, Hans worked as both short-term and long-term consultant with a variety of donor organizations, including during two residential postings in Nepal (with SNV, 1999-2003) and Ghana (with DANIDA, 2003-2007). He obtained a Master’s degree in Political Science from the Free University in Amsterdam, with a specialization on the political analysis of (fiscal) decentralization reforms.
