Policy analysis is the process of creating, evaluating and communicating policy-relevant knowledge with the ultimate goal of improving policies and policy making. Formulating and implementing public policies is an important responsibility of modern governments. Policy objectives and instruments get determined in the interaction between public authorities and stakeholders. The impact of the actions of public authorities often stretches much further than originally intended and sometimes even beyond the borders of nation-states.

Policy analysis addresses the issues that arise when public policy is, rightly or wrongly, challenged on the ground of ineffectiveness (doing the ‘wrong’ things) or inefficiencies (doing things ‘wrongly’). Policy analysis - embedded in its context - forms the basis for policy design. Policy analysis is the cornerstone for evidence-based policy making (EBP). EBP uses statistics and analysis to achieve issue recognition, identify policy problems, inform program design and policy choice, forecast the future, monitor policy implementation and evaluate policy impact. EBP contributes to the transparency of the policy-making process and enhances the accountability of public policy-makers. This program introduces you to the fundamentals of policy analysis and policy research. The program takes a practice oriented approach and provides you with examples from practitioners.
