Training of management staff of the Ministry of Higher Education and Scientific Research

Yemen, 2007- 2008

MSM is carrying out this assignment within the framework of the change process that the Ministry is going though in World Bank’s Higher Education Reform Program. Scope of the reform program is to delegate substantial managerial responsibility and accountability to Yemen’s universities, with subsequent modification of the role and responsibilities of the Ministry.

The training intervention so far targeted senior management, in particular focusing on the review and implementation of a revised institutional mandate, mission and objectives and implications for the organization and management. Follow-up is currently provided with training and advise for the introduction of a guided change program, with an institution-wide program of organizational reform.

Under the same program, training has been provided to specific professional groups in areas of IT-enabled operations of the Ministry and legal aspects of educational reforms.
